The report, "From Production Sites to Strategic Infrastructure: South Korean Investment and U.S. Energy Needs," notes that recent high-profile Korean investments in the United States have focused largely on electric vehicles, batteries and semiconductors. The new package differs because it centers on power, nuclear energy and liquefied natural gas infrastructure that can support the broader U.S. industrial base.
The report analyzes three areas tied to the package: Project Star, a combined-cycle gas power project in Encinal, Texas; Project Power, a U.S.-Korea nuclear cooperation framework covering eight large reactors; and Project North, an Alaska LNG project that South Korea has described as subject to commercial viability and domestic legal requirements.
Global Affairs Lab said the package should not be viewed simply as another round of Korean corporate investment in the United States. The institute said it reflects a broader shift toward helping build the energy systems that strategic industries need to operate at scale.
The report said Project Star is the clearest example of this shift because it links Korean investment to electricity demand from data centers and advanced manufacturing. Project Power could deepen industrial cooperation through nuclear supply chains and equipment participation, while Project North would require careful coordination on timing, investment terms and long-term purchase arrangements.
Global Affairs Lab concluded that the package’s strategic value lies in connecting Korean capital and industrial capabilities with U.S. infrastructure needs. If managed carefully, the report said, South Korean investment could support U.S. strategic industries giving the stronger economic foundation.
