ADEPTS Announces New E-Invoicing Planning Guidance for UAE Businesses
Abu Dhabi, UAE, October 21st, 2026, FinanceWire
Recent service-provider accreditation changes place greater emphasis on coordinated implementation and internal readiness
ADEPTS Chartered Accountants announces its focus on helping UAE businesses prepare for changes to the electronic invoicing service-provider framework. The firm is encouraging organisations to establish a clear internal implementation plan covering service-provider selection, onboarding, systems testing, and employee preparation before committing to a technical solution.
On 9 October 2026, the Ministry of Finance announced Ministerial Decision No. 168 of 2026, updating the accreditation framework for electronic invoicing service providers. The announcement describes a move to direct accreditation following assessment and testing. For businesses, the development reinforces the importance of checking current official guidance when evaluating provider options rather than relying on an outdated shortlist.
Choosing an accredited service provider is an important milestone, but it is not the entire project. Companies also need to understand whether existing billing software can supply the required structured data, how invoice exchanges will be tested and who will manage exceptions after go-live. Procurement teams may negotiate contracts while tax teams assess scope and finance teams retain ownership of invoice accuracy. Without coordination, each workstream can progress at a different pace.
The Ministry of Finance has confirmed that businesses with annual revenue of AED 50 million or more are covered by the first mandatory implementation phase beginning 1 January 2027. It has also extended the relevant service-provider appointment deadline to 30 October 2026. Other businesses should check the phase and conditions applicable to them under the latest official decisions, rather than assume the same timetable applies to every entity.
A useful readiness review therefore begins with governance. Organisations can identify the person accountable for the project, record key dependencies and determine which systems and legal entities are involved. They can then sequence provider discussions, data checks, interface testing and staff training. A plan that names owners and expected outputs is easier to review than a broad instruction to become e-invoicing ready.
ADEPTS offers an online e-invoicing compliance assessment that lets businesses examine these issues through a short questionnaire. The E-Invoicing Readiness Score considers timing, accredited service-provider status, system arrangements, master data and operational processes. It provides an indicative planning view, not approval from the FTA or a guarantee of compliance.
Businesses can use the score to open a structured conversation between finance, tax, IT and management. ADEPTS recommends comparing the assessment findings with official Ministry of Finance guidance, confirming outstanding decisions and translating the gaps into an accountable implementation plan before the organisation's relevant milestones arrive.
